VICENTE RAFAEL PEREZ CARRENO
Associate Supervisor and Treasurer of
Orange Soil and Water Conservation District (OSWCD)
I am running for Seat 1 of the Orange Soil and Water Conservation District because I believe Orange County deserves experienced, accountable, and community-centered leadership committed to protecting our soil, our water, and our future.
I have already had the honor of serving the Orange Soil and Water Conservation District as an Associate Supervisor, and I currently serve as Treasurer of the Board of Supervisors. I was unanimously designated as an Associate Supervisor by the OSWCD Board, and that responsibility has allowed me to better understand the District’s mission, its public duties, and the real environmental challenges facing our communities.
My service as Associate Supervisor and Treasurer has prepared me to serve effectively as Supervisor for Seat 1. This experience has given me direct exposure to the work of the District, including public accountability, financial responsibility, board governance, conservation education, and community engagement.
People should vote for me because I am already doing the work. Voters are not being asked to take a chance on someone unfamiliar with the District. They are being asked to support someone who already understands the mission, the responsibilities, and the importance of transparency, accountability, and careful stewardship of public resources.
There is a strong reason to believe I am a great option for Seat 1. I bring a serious professional background to a position that requires judgment, preparation, and trust. My experience in law, governance, public service, environmental education, bilingual community outreach, and fiduciary responsibility gives me the ability to serve the diverse communities of Seat 1, including Lake Buena Vista, Bay Lake, Dr. Phillips, MetroWest, Meadow Woods, Hunter’s Creek, Windermere, and Winter Garden.
I understand that soil and water conservation is not a symbolic issue. It directly affects flooding, drainage, green spaces, development, water quality, public health, and the future quality of life in Orange County. These issues matter to families, homeowners, schools, businesses, local governments, and future generations.
My priorities are practical and measurable: conservation education, responsible land and vegetation practices, transparency, stronger community trust, stormwater awareness, flood resilience, and responsible environmental planning.
A vote for me is a vote for experienced, accountable, trilingual (English/Spanish/Portuguese), and community-centered leadership. Seat 1 deserves a leader who understands the work, the mission, and the responsibilities of the Orange Soil and Water Conservation District from day one.
My professional background in law, governance, environmental education, and community service supports a serious, organized, and transparent approach to public responsibility. I believe the District should be more visible, more useful, and more accountable to the residents it serves.
For Seat 1, I offer preparation, commitment, and a clear reason to serve: protecting our soil, our water, and our future.
My Seat 1 action plan will focus on practical conservation governance, public accountability, and measurable service delivery in the communities of Lake Buena Vista, Bay Lake, Dr. Phillips, MetroWest, Meadow Woods, Hunter’s Creek, Windermere, and Winter Garden.
These communities include major residential neighborhoods, tourism and hospitality corridors, conservation-sensitive areas, and fast-growing suburban zones. My goal is to connect residents, HOAs, schools, businesses, and local governments with the District’s conservation mission in a way that is transparent, documented, and measurable.
My plan will be organized around five priorities: water conservation, flooding and stormwater education, community outreach, youth and school engagement, and board accountability.
My priorities for Seat 1 are clear:
I am honored to have the support of Central Florida nonprofit organizations that serve families, children, immigrants, and communities while recognizing the importance of conservation, education, health, and environmental responsibility, including Biophilia Institute, Casa de Venezuela Orlando, HiKid Foundation, and Renacer Foundation.
Their work reflects values that I deeply respect: service, sustainability, community resilience, care for people, and responsible stewardship of natural resources.
I am also grateful for the individual endorsements of leaders connected to the Orange Soil and Water Conservation District, including Supervisor for District 2, Dr. James Moyer; Supervisor for District 3, Dr. Phyllis Olmstead; Associate Supervisor, Eng. Erik Melear; and Associate Supervisor, Ms. Kelly Baumier.
I am running for Seat 1 because I believe public service should be responsible, transparent, and useful to the people. I respectfully ask for your vote and your support.
